I agree that you would have to stop talking altogether in the car. Whether on a phone or the one next to you it distracts you no matter. Had a friend killed before cell phones because he turned to talk to a passenger in the front seat and swerved and lost control , hit a light pole end of story. I also agree there should be a limit on nothing but hands free and not allowing holding the phone while driving. When caught make the insurance double or even suspend license for a period of time. Where I live I have even seen cops talking on the phone while driving. Speaking of that do the cops then not respond to a radio call? The only time we use the phone while driving is if it is necessary to relay a message, other wise the passenger talks on the phone not the driver.
